BAT and the Russian ITR system
Russia's BAT framework is established through Federal Law No. 7-FZ and related regulations. BAT is intended to prevent or minimise negative environmental impact, while sectoral Information and Technical Reference Books (ITRs) describe applicable technologies and technological indicators. For facilities within BAT scope, BAT alignment can become a central element of the integrated environmental permitting process.
Industrial VOC compliance checklist
A practical Russian VOC compliance review should connect the legal category of the installation with the actual emission inventory, applicable pollutant standards, permit documents, production environmental control and the performance of emission-control equipment.
1. Confirm the environmental-impact category
Determine whether the installation is classified as Category I, II, III or IV. Category I covers activities with significant negative environmental impact and within BAT application areas. The category affects the applicable permitting and environmental-control pathway.
2. Verify the stationary-source and pollutant inventory
Operators with stationary sources must conduct and document an inventory of emission sources and pollutant emissions. The inventory should identify process vents, exhaust systems, fugitive or diffuse sources where applicable, gas-cleaning equipment and the pollutants relevant to the regulatory framework. Category II facilities generally use an environmental-impact declaration, while a KER can also be available to Category II facilities where the relevant sectoral BAT reference framework exists. Category III and IV facilities follow different requirements and do not use the KER/declaration pathway in the same way.
4. Compare process performance with BAT and emission standards
Where BAT applies, compare the installation's process, equipment and environmental performance with the relevant Russian BAT ITR and technological indicators. This is not necessarily identical to an EU BAT-AEL assessment: the Russian regulatory pathway uses its own ITRs, technological indicators and permit framework.
5. Verify gas-cleaning and VOC abatement performance
Federal air-protection requirements include obligations concerning the operation of gas-cleaning installations and emission-control systems. For solvent-laden exhaust, the engineering assessment should quantify inlet loading, outlet emissions, removal or destruction efficiency, airflow, VOC concentration, variability, energy use and operating constraints.
6. Maintain production environmental control and evidence
Operators should maintain reliable records for emissions, sources, environmental-control activities, gas-cleaning equipment operation and information submitted to competent authorities. A technically defensible compliance file should reconcile the source inventory, measurements, calculations, permit conditions and APC equipment performance.
