The Net-Zero Industry Act (NZIA) is a legislative proposal by the European Commission that aims to strengthen the European manufacturing capacity of net-zero technologies. The NZIA sets a goal for the EU to domestically produce at least 40% of the technology it needs to achieve its climate and energy targets by 2030.

The NZIA is a key part of the European Green Deal Industrial Plan, which aims to make the EU a global leader in the clean energy transition: the NZIA is expected to create jobs, boost economic growth and help the EU achieve its climate goals.

The NZIA is currently under negotiation between the European Parliament and the Council of the European Union: the final text of the regulation is expected to be published within 2023.

Overall, the NZIA is a positive step towards making the EU a global leader in the clean energy transition; however, there are some challenges that need to be addressed before the proposal can be implemented successfully.

The NZIA has four key pillars:

  • Setting enabling conditions: to improve conditions for investment in net-zero technologies by enhancing information, reducing the administrative burden to set up projects and simplifying permit-granting processes.
  • Promoting Net-Zero Strategic Projects: to give priority to Net-Zero Strategic Projects, which are deemed essential for reinforcing the resilience and competitiveness of the EU industry. These projects will be able to benefit from shorter permitting timelines and streamlined procedures.
  • Establishing a framework for market-based support: to establish a framework for market-based support for net-zero technologies, such as carbon pricing and auctioning.
  • Strengthening international cooperation: to strengthen international cooperation on net-zero technologies, such as through the IRENA (International Renewable Energy Agency).

    The NZIA is still under negotiation, so it is not yet clear how it will be implemented: however, the opportunities for DEC to implement SRUs and other decarbonization projects under the NZIA are significant.

  • Support for the installation of SRUs: providing financial support for the installation of SRUs in industrial facilities. This would help to reduce emissions and improve air quality.
  • Tax breaks for decarbonization projects: providing tax breaks for decarbonization projects, such as the installation of SRUs. This would make it more attractive for businesses to invest in these projects.
  • Regulations that promote the use of SRUs: introducing regulations that promote the use of SRUs. This would create a market for SRUs and make it more likely that businesses will invest in them.
  • Despite the challenges, DEC will position itself as a leader in the field of decarbonization technologies and support the EU achieve its climate goals.
